Dekàlas
The
History of Dekàlas is obscured
by legend. Some legends begin with Nin,
high oracle of the Lanas reading the
fortune of Terrud, their king. "The
might of your children will be feared in all lands," the blind hag said
to the king. Pleased with this prophecy, Terrud returned to his
army and the ships were boarded for distant lands. As the ships
sailed from the shores of Lanas the blind hag added, "But if you destroy
this peace, your children will never know an end to war." In those
words, were spoken the entirety of the Dekàlan story. All
else is details.
There
are many stories surrounding the warlord Terrud and his campaigns across
Terèthor. Most of the stories
attributed to him are likely borrowed from the folklore and myths of conquered
people. It is difficult to distill truths from the legends. Terrud
never saw the Dekàlan Empire as it known to sages today. It
would be another four generations before the first High King would be
crowned on Tor Tremendum. At that time, the Empire would consist
of four city-states: Lanàdus,
Panath, Candal,
and the newly conquered Azàlari.
This early date is also the first mention of Letting.
Letting was the ancient tradition of coronation where the new High
King is bathed in the blood of a conquered ruler, sacrificed for the ceremony.
During this first coronation the deposed Azali
Queen was brought forward and sacrificed before the apparent High King.
This barbaric act set in motion an unbroken twelve hundred year
reign of monarchs and priests, that would survive all but the eventual
combined efforts of the ancient and civilized worlds.
Many
areas that once comprised Dekàlas
have fallen from hereditary or traditional rule. These post-Dekàlan
areas are included separately.
Government
All
city-states in the Dekàlan Empire are ruled under time-honored
laws that define the lineage of hereditary monarchies. Should a
family leave no heirs, it is the duty of the city-state's patron Temple
to appoint a new High Lord. This decision may be made without regard
to bloodline, and must be granted to some citizen of the city-state that
is and always has been separate from the Temple body. The Temple's
choice is submitted to the High King for approval. Should a Temple
not make a decision within ten years, the High King may appoint a High
Lord of his choosing. The High Priest of the Temple serves as Regent
in the interim.
Each
city-state is ruled by a High Lord. The High Lord is served by other
Ladies and Lords. Each time a new person is crowned High Lord, all
the city-state Lords must appear before the newly crowned monarch. Each
Lord greets and presents themselves to the High Lord who decides whether
each Lordship should continue or whether it should be granted to another.
It is a rare ocassion when a Lordship is denied and reappointed.
The ocassion is usually arranged so that a High Lord can receive
fealty and gifts from his subordinates.
